This expression is often used for expressing a condition or a requirement that is set and cannot be easily modified or removed. This is why 〜とされる is often seen coupled with「必要」or any word referring to something compulsory.

Example

日本語意味
こちらの条件は必須だとされている。This criterion is set as mandatory.
必要とされるお金をまだ集めていない。I do not have gathered the amount of money set as required.
このアパートに住むのに、必要とされることが大きく2つあります。敷金と礼金です。For living in this apartment, there are two big requirements : the guarantee and the money sent to the householder.
車のご購入にあたって、保険へのご加入が必須とされています。When purchasing a car, it is set as a requirement to contract an insurance.
