What it means
AであれBであれ means “whether A or B” or “regardless of whether it is A or B.” It presents two contrasting possibilities and states that the following result applies equally to both. The construction is formal and is especially common in written language, official statements, and carefully structured arguments. A and B are often nouns or na-adjectives, and the two elements are normally parallel in form.
Usage note
AであれBであれ is a formal construction rather than a plain–polite pair, so it has no separate polite composition here. Do not confuse it with であっても, which can express a similar concessive meaning but belongs to a different construction.
