What it means
であれ and であろうと express an unrestricted condition: regardless of who or what something is, or regardless of how a situation may be. They are commonly used in paired patterns such as XであれYであれ and XであろうとYであろうと, emphasizing that the same conclusion applies in either case. This construction is formal and is especially common in written, official, and argumentative language.
Usage note
であれ and であろうと are formal alternative forms, not familiar and polite versions of one another. With nouns and na-adjectives, the ending follows the word directly; verbs and i-adjectives normally use different concessive patterns instead.
