What it means
いかんでは and いかんによっては mean that a result or decision may change depending on a particular matter. They are highly formal expressions, mainly used in written language, official statements, business documents, and serious discussions. They attach to a noun with の and often introduce a consequence that could be favorable or unfavorable. いかんによっては places slightly greater emphasis on the matter determining the outcome, while the two forms are usually interchangeable.
Usage note
These expressions are formal and should generally be replaced by more ordinary alternatives such as によっては in casual conversation. Do not confuse them with いかんにかかわらず, which means that something applies regardless of the matter in question.
