What it means
を踏まえて means “based on,” “in light of,” or “taking into account.” It indicates that a decision, proposal, evaluation, or action is made with an earlier fact, experience, information, or situation as its basis. It is formal and especially common in academic, professional, administrative, and written contexts. The expression usually introduces the background or evidence considered before the main action.
Usage note
を踏まえて normally follows a noun. When the basis is expressed as a full clause, the clause is commonly nominalized with こと before を踏まえて; a finite clause should not normally be attached directly to を踏まえて.
