What it means
をもって attaches to a noun and indicates a formal means, basis, or defining action, often with the sense of “by means of,” “with,” or “as of.” In official announcements, it commonly marks the point at which a status changes or an activity ends. It can also indicate that a particular action or instrument is used to accomplish something. The expression is more formal and written than ordinary means-marking constructions, and its interpretation depends strongly on the noun that precedes it.
Usage note
をもって is formal and is especially common in official notices, formal statements, and set expressions such as 本日をもって. It should not be treated as a general formal replacement for the ordinary object particle を; when marking an ordinary object, を is normally required.
