What it means
ても始まらない expresses that doing something will not improve the situation or lead to any progress, so it is pointless to do it. It often conveys a firm conclusion that further effort, criticism, or regret cannot change the outcome. The construction follows a verb in the て-form and is commonly used when the speaker wants to discourage an ineffective response.
Usage note
ても始まらない is usually used when an action cannot change the current situation; it is not a general equivalent of “even if.” The polite counterpart uses 始まりません, but the expression can still sound relatively direct because it rejects the usefulness of the proposed action.
