What it means
とあれば means “if it is the case that” or “if,” but it often adds a strong sense of consequence, readiness, or an appropriate response to the stated condition. It is common in formal speech and writing, especially when the following action is substantial, necessary, or expected. It can follow a noun directly, an adjective, or a plain-form verb clause.
Usage note
With nouns, the normal pattern is noun + とあれば, without だ. Na-adjectives generally use だとあれば, while noun + だとあれば is not normally used to express a generic noun condition. This construction is more formal and emphatic than an ordinary conditional such as なら or たら.
