What it means
といえども expresses a strong concession: even, even if, or even though. It acknowledges that the preceding condition might normally affect the result, while emphasizing that the result or judgment remains unchanged. It is a highly formal and somewhat literary construction, commonly found in written arguments, regulations, academic prose, and serious public statements.
Usage note
といえども is considerably more formal than といっても and is uncommon in casual conversation. It attaches directly to nouns and plain verb or i-adjective forms; with na-adjectives, the copula だ normally appears before it.
