What it means
とはいえ introduces a concession: the preceding fact is acknowledged, but it does not prevent or fully explain the situation in the following clause. It is commonly attached to a noun, a な-adjective stem, an い-adjective, or a plain-form verb phrase. The expression is more formal and written than everyday alternatives such as けれども, although it is also used in careful speech.
Usage note
とはいえ can also begin a sentence when referring back to a previous statement. Do not confuse it with とはいっても, which often presents a qualification or limitation in a more conversational way.
