What it means
にて is a formal, mainly written particle meaning “at” or “in” when it marks the location or setting of an event. It can also indicate the means or method used to do something, similar to で. It commonly appears in announcements, official notices, reports, and formal documents, and is less natural in ordinary conversation.
Usage note
にて is not a polite conjugation of a sentence and does not have a separate polite form. In less formal contexts, で usually expresses the same location or means relationship.
