What it means
最も means “most” when identifying the highest degree among two or more items, and it can also mean “extremely” when emphasizing a very high degree. It normally modifies an adjective, an adverb, or a verb phrase in comparisons and superlative statements. Compared with 一番, 最も is more formal and is especially common in written, academic, technical, and official language.
Usage note
最も is not interchangeable with 一番 in every context: 一番 is more natural in casual conversation, while 最も often sounds formal or written. The meaning “extremely” is less common in ordinary conversation and should be understood from context.
