What it means
及び means “and” or “as well as.” It is a formal coordinating conjunction used mainly to connect nouns and noun phrases, especially in official documents, reports, regulations, announcements, and other organized writing. It presents the connected items as members of the same list and is more formal than と or や. It can also connect larger expressions in highly formal writing, but noun coordination is its most typical use.
Usage note
及び is not normally replaced by a polite sentence ending because it is a conjunction rather than a plain or polite inflection. Do not confuse it with および written in kana; the meaning is the same, but the kanji form is especially common in formal written contexts.
