What it means
にも関わらず expresses a strong contrast: something happens or remains true even though another fact would normally lead to a different result. It is similar to “in spite of” or “although,” and often highlights an unexpected outcome. It can follow a noun, a な-adjective with である, an い-adjective, or a verb in plain form. This connective is especially common in formal speech and writing.
Usage note
にも関わらず is a formal connective and does not have a separate polite ending. The clause after it can still use a polite sentence ending when appropriate, but the connective itself remains unchanged. For nouns and な-adjectives, であるにも関わらず is the standard formal pattern.
Example sentences

In spite of it being a holiday, many people were lined up at the city hall counter.
