What it means
かねる attaches to the masu-stem of a verb and means that the speaker or subject is unable or reluctant to do something. It often expresses a difficult refusal in a formal, indirect way, rather than a simple lack of ability. The form is especially common in business, official, and written communication. The polite counterpart is かねます.
Usage note
かねる is considerably more formal than an ordinary negative form such as できない or しない. Do not confuse it with かねない, which means that something may happen, usually with a negative result.
