What it means
ことか expresses a strong emotional reaction, usually surprise, admiration, regret, or emphasis about the degree of a state or action. It commonly follows a plain-form verb or adjective, often with words such as どれほど or なんと. The construction is exclamatory rather than an ordinary question, and it is especially common in written, reflective, or dramatic language.
Usage note
ことか is not normally used to ask for information. The polite counterpart ことでしょうか preserves the exclamatory meaning, but it remains formal and literary rather than conversational.
