What it means
に際して means “on the occasion of” or “at the time of.” It marks a significant event, action, or transition as the specific occasion when something is done. It is formal and is commonly used in announcements, written explanations, instructions, and official contexts. With a noun, it attaches directly to the noun; with a verb, it normally follows the dictionary form.
Usage note
に際して is more formal than にあたって and is not the usual choice for an ordinary time reference. It generally accompanies an important event, procedure, or change, and it often introduces preparations, precautions, or actions taken for that occasion.
