What it means
を除いて means “except” or “excluding” and identifies a person, thing, time, or category that is left out of the statement that follows. It commonly follows a noun or noun phrase and is used in both written and spoken Japanese. The excluded item is usually clearly separated from the rest of the group or range being discussed.
Usage note
を除いて normally attaches to a noun or noun phrase. Do not confuse it with the ordinary te-form of 除く, which can mean “remove” or “eliminate” and may describe an action rather than an exception.
