What it means
AばAほど、B expresses a proportional relationship: as the degree or amount of A increases, B also changes in the stated direction. The same pattern can describe a stronger degree of an adjective, a greater extent of an action, or a more pronounced quality or category. The first A uses the appropriate conditional form, while the second A uses a form that can be followed by ほど.
Usage note
With nouns and na-adjectives, use the であれば/であるほど pattern rather than attaching ば directly to the noun or adjective. The B clause does not have to be positive; it can describe something becoming smaller, more difficult, or otherwise changing as A increases.
