What it means
とみえる expresses an inference that something appears to be true based on visible circumstances, behavior, or other evidence. It is more formal and written than ようだ or みたいだ, and it often presents the speaker's conclusion rather than a simple personal impression. It can follow nouns, な-adjectives, い-adjectives, and plain-form verbs.
Usage note
とみえる is relatively formal and is common in writing, reports, and explanatory statements. With nouns and な-adjectives, the standard foundational pattern is the noun or adjective directly followed by とみえる; adding だ before it is not necessary. Do not confuse it with と見える in the literal sense of something being visually visible.
