What it means
上に means “on top of that” or “in addition to,” adding a second fact to the first. The two facts are usually related and point in the same direction, such as two advantages or two problems. It commonly follows a plain form, and it is somewhat more formal and written than simple additive expressions such as それに.
Usage note
This additive 上に is different from the physical-location expression meaning “on top of,” as in a noun followed by の上に. With a noun, the additive pattern normally uses である上に; with a na-adjective, it uses な上に.
