What it means
はどうですか asks for an opinion about something or suggests an action. After a noun or noun phrase, it means “How is ~?” or “How about ~?” After a verb in the te-form, it means “How about doing ~?” The polite form is common in respectful conversation, while はどう? is the natural familiar counterpart.
Usage note
The familiar form はどう? can sound direct, so use はどうですか with people who require polite speech. Do not confuse this pattern with どうですか by itself, which asks how something is without marking a topic with は.
