What it means
べく expresses a deliberate purpose or objective: “in order to” or “with the intention of.” It attaches to the dictionary form of a verb and is strongly formal, written, and goal-oriented. The action that follows is presented as being undertaken specifically to achieve the purpose expressed by the べく-clause.
Usage note
べく is uncommon in ordinary conversation and is especially frequent in formal writing, reports, announcements, and speeches. With する, the form is often すべく rather than するべく. Do not confuse it with べくもない, which means that something is impossible or cannot reasonably be expected.
