What it means
こととて expresses a reason or circumstance, meaning “because” or “since.” It presents the preceding situation as an understandable cause, often implying that the resulting inconvenience or imperfection should be excused. This form is literary, formal, and somewhat old-fashioned, and it is especially common in written explanations, apologies, notices, and ceremonious speech rather than in ordinary conversation.
Usage note
こととて is not a neutral everyday replacement for から or ので. With a noun, it normally requires の, and with a na-adjective it requires な. The politeness difference belongs to the rest of the sentence; こととて itself does not change.
