What it means
ものとして expresses an assumption or provisional interpretation: “assuming that,” “supposing that,” or “treating something as.” It is used when the speaker adopts a condition, status, or evaluation as a premise for an action or judgment. It commonly follows a plain-form clause, a noun or na-adjective with である, or an i-adjective. The construction is relatively formal and is frequent in written explanations, official statements, plans, and deliberate reasoning.
Usage note
ものとして itself does not have a separate polite ending. In polite sentences, the surrounding predicate becomes polite while ものとして usually remains unchanged. Do not confuse it with ものとする, which presents the act of establishing or stipulating an assumption rather than using that assumption as a premise.
