What it means
ないまでも expresses a concessive minimum: even if something is not done or a condition is not fully met, the following statement still applies. It often implies that the actual result may be less than the stated standard, while emphasizing that some lesser degree is sufficient or still meaningful. It can attach to a verb in its negative form, an i-adjective in its く-form followed by ない, or a noun or na-adjective followed by でない.
Usage note
ないまでも is usually used in formal or carefully written language and often introduces a contrast with a more desirable or complete state. Do not confuse it with なくても, which more neutrally means that something is unnecessary or does not matter if it is not done.
