What it means
に先駆けて means “ahead of,” “prior to,” or “in advance of.” It presents one event as taking place before another planned or expected event, often with a nuance of being among the first to do something. It commonly follows a noun representing a launch, opening, introduction, or other major event and is especially frequent in formal announcements, reports, and written language.
Usage note
に先駆けて is considerably more formal than ordinary expressions such as 前に or 先に. It usually modifies an event that serves as a milestone, rather than simply describing the order of two casual actions. Do not interpret it as claiming that the subject was literally the first person or organization unless the context supports that nuance.
