What it means
とみられる is a formal evidential expression meaning that someone or something is regarded as, believed to be, or expected to be a certain way. It presents an assessment based on available evidence, circumstances, or expert judgment rather than a speaker’s unsupported personal opinion. It commonly follows a plain verb form, an い-adjective, a noun, or a な-adjective. Nouns and な-adjectives can directly precede とみられる without だ, although だとみられる may also occur when the preceding expression is treated as a plain predicate. The polite counterpart is とみられます.
Usage note
とみられる is especially common in formal writing, news reports, official statements, and analytical contexts, and it can sound overly formal in ordinary casual conversation. It should not be confused with と見られる used literally to mean that someone or something is seen.
