What it means
とはいうものの acknowledges that the preceding statement is true, then introduces a qualification, contrast, or fact that limits its significance. It is similar to “having said that” or “be that as it may” and often presents a balanced, reasoned argument. The expression can follow a plain verb, an i-adjective, a noun, or a na-adjective stem. It is especially common in formal writing, explanations, and deliberate speech.
Usage note
とはいうものの has a somewhat formal and written-leaning tone. It can begin a separate sentence, but it is also commonly attached directly to the preceding clause. Do not confuse it with とはいうものの meaning “although one says that” in a literal quotation sense; in many contexts, the whole expression functions as a concessive connector similar to とはいえ.
Example sentences

Having said that the new system is fair, the application procedures are complicated, making it difficult for elderly people to use.
