What it means
とは marks a preceding proposition as the content being evaluated, expected, or recognized, often with an overtone of surprise, disbelief, or strong reaction. In this use, it commonly appears with expressions such as 思わなかった or 驚いた and can be translated as “that...” or “to think that...”. The proposition before とは is normally in plain form; nouns and na-adjectives generally take だ before とは.
Usage note
Do not confuse this construction with とは used as a topic marker in definitions or contrasts. In polite sentences, とは itself usually remains unchanged while the predicate that follows it changes to polite form.
