What it means
うが〜まいが expresses that the result or situation remains unchanged regardless of whether someone does something or does not do it. It is formed with the volitional form of a verb followed by が, then the dictionary form followed by まいが. The construction is formal and often used in written language, speeches, rules, and emphatic statements to dismiss both possibilities.
Usage note
うが〜まいが is a plain, formal construction and does not normally have a separate polite variant. Do not confuse it with ても〜なくても, which is more neutral and common in everyday conversation.
