What it means
上 expresses a viewpoint, basis, or condition used to judge something. With a noun, の上で or の上では means “from the standpoint of” or “in terms of.” With a verb in the past form, た上で means “after doing something,” often indicating that the following decision or action is based on the result of that earlier action. This pattern is common in formal writing, explanations, rules, and careful decision-making.
Usage note
上 in these patterns is abstract and does not usually mean that something is physically on top of something else. Do not confuse noun + の上で with noun + の上に, which generally describes a physical location. The verb pattern requires the past form before 上で, even when the main action is in the present or future.
