What it means
にしたがって expresses a parallel or corresponding change: as X changes or develops, Y changes in response or alongside it. It does not necessarily mean that X causes Y. With a noun, it can also mean “in accordance with” or “following” that noun, especially when the noun refers to a rule, plan, instruction, or standard. The construction is common in written and formal explanations.
Usage note
The meaning of にしたがって depends on context. Do not assume that its kana spelling にしたがって means gradual change or that the kanji spelling に従って means following rules; both spellings can be used for either meaning. Do not confuse this construction with a direct cause-and-effect expression.
