What it means
と言われている means that something is said, commonly believed, or reported by people. It presents information as hearsay or a general public view without naming a specific speaker. The statement usually describes a belief that is currently regarded as true or is still being repeated. It follows a plain-form clause; nouns and な-adjectives normally use だ before と言われている.
Usage note
Do not confuse と言われている with と言っている. と言われている focuses on what people generally say or what is reported, while と言っている identifies a person or group that is saying something.
