What it means
まだ~ていません means that an action or change has not happened or has not been completed up to now. It is commonly used to say “not yet” about something expected or relevant at the present time, but a later occurrence is not required or guaranteed. The verb is placed in the て-form before いません. The familiar counterpart is まだ~ていない.
Usage note
Do not use this form to state that something will definitely happen later. It only describes the situation up to the present. The familiar ending ていない is appropriate in casual speech and plain-style sentences, while ていません is polite.
